Since the Army Field Manual prohibits waterboarding "in conjunction with intelligence interrogations," Senator McCain's vote was seen by many as a reversal of his Con position on waterboarding. "...I have expressed repeatedly my view that the controversial technique known as 'waterboarding' constitutes nothing less than illegal torture.
